I created a 21 min movie in WMM, and the program will not export the file. I
have 40 free gigs on a NTFS raid drive, and the tmp files are stored on it as
is all the video files. No files have been moved or network files used at
any point in time. I have tried exporting in two pieces to drop below 4gb,
but regardless the same error comes up.

Sounds like your doing everything right and checked the normal problems.
Since the harddrive is NTFS you don't have to worry about the 4GB issue.
What happens when you try to save your movie?
Are there any MPG's or MP3's in the project?
That could be the issue
Have you tried downloading the Windows XP Codec pack from
http://www.free-codecs.com/?
This often times solves movie saving issues.

Thanks for the update link, I am stil getting this error
Windows movie maker cannot save the movie to the specified location…and then
try again.
I can make most problems go away, but I can not export this video. All the
videos are from large .mov files that came from a data DVD. I changed the
extension to .avi and they imported just fine, but could this be the source
of the problem? That's my best guess at the moment.

That's probably a good guess.
I do believe Papajohn had commented a few times that Movie Maker can handle
MOV files by simply changing the extension but that practice is one of those
things that doesn't "ALWAYS" work. Try converting them to AVI instead of
just renaming them to AVI and I will almost bet the problem is resolved.
