Exporting Windows Address Book to Outlook

When I try to export the contacts in my Windows Address
Book to Outlook 2002, I get the message:

The Windows Address Book is currently unable to perform
this export. Make sure you have a Personal Address Book
set up in Outlook and that it is set as your current
personal address book.

I searched for this message on the Microsoft
Knowledgebase, and found that same message - but the
solution only applies to Outlook Express, and doesn't
work for Outlook 2002. Can someone tell me how to fix
this problem?

You should be importing from Outlook.
Make sure the WAB you want to import is the default Contacts Folder in
Outlook Express. Then import from OE.
 
I don't understand why I'd be importing *from* outlook.
All of my contact information is in my WAB. My outlook
contact file is empty. I'm trying to get the addresses
into outlook so that I can use them with outlook email.

You mistook the meaning of the preposition. The importing operation should
be launched from Outlook because that is the only way you can import from
OE. OE cannot export to Outlook.
