Exporting to text file / Include field names

I have a user that when they export a table to a text file, and select the
option to include the field names, it creates a file that includes the field
names, but the record with the field names is the second record in the output
text file. It writes one line of data, then the field names, then the rest
of the data.

I works fine on two of my systems.

Any ideas?
 
Not enough information to produce useful ideas?

Have you seen this happen yourself? How are they exporting (e.g. with
the File|Export menu command (with or without the "save formatted"
option?)? Using a macro or VBA? Using TransferText or OutputTo, or
custom code?

Does it happen with all their tables or just the one? With all
databases, or just the one?

What software are they using to view the text file?

What versions of Access and Windows?
