Need to export contacts to Web Based mail program (non-Microsoft) using csv
format

What exactly is the question?

1) How to export Outlook data? or
2) How to import data in the Web-based mail program?

Answer to #1 - from Outlook menu File --> Import and Export
Answer to #2 - not an Outlook question - need to find out how to import data
into the web-based mail program from the provider of said capability
