Exporting a picture to a mail merge file

In my db I have a state table that has the picture of the states flag (jpg). I would like to export that to a mail merge file so I could print Name badges that show the individuals state flag. When I do the export to a txt file for the merge to word I don't get the graphics with it. Is there any way to accomplish this. My extracts and done from a form, the user just clicks to print badges and Access exports the file and brings up the word template so all the user has to do is go through the merge process

Cut out the "middleman" of Word, and create a report in
Access to print the badges. The wizard walks you through
it and is pretty easy--Reports > New > Label Wizard >
Table/Query Name. After the template is created, you can
easily tweak it.
