Exportability question

Is there a version of Windows that would be considered international? By this
I mean that the OS and Media could be installed and setup then syspreped and
sold/distributed outside the United States. The Countries in question would
likely be UK, Spain, Germany, France, Kenya, China, Japan.
We have been buying localised versions of the Media from the countries the
units are destined for but seek a more standardized method that doesnt take
upto 6 weeks just to get the Media.

All English versions are the same, though various KeyBd / Time settings are
different. ie US/UK/NZ/AUS etc media is the same.
Other than that, some type of Enterprise version maybe?
