Is there a way from the snapshot view of a report to give a user the ability
to export to Excel the query that runs the report?

No. Reports are not interactive. Snapshots are normally for viewing with the
Snapshot viewer, which doesn't have access to the Query that is the
RecordSource of the Report, but only the output of the Report in un-editable
form.

If previewing the Report in Access itself, though, you could display a PopUp
form on top of the Report to allow the user to interact.
