export .pst as Personal Folder File (97-2002) format

The information I found for creating a new Personal File Folder (97-2002)
only let me import stuff into Outlook 2003. I want to import into Outlook XP
so I need to export from Outlook 2003 in the Personal File Folder (97-2002)
format. I have created a Personal Folder in Outlook 2003 in that format, but
I still can't export it in the same format.
 
Can you copy the items into that PST file (open it using the File menu >
Open > Outlook Data File)?

Never export to or import from a PST. There's never a reason.

Create a 97-2002 PST (File>New>Outlook Data File>Outlook 97-2002 Personal
Folders File (.pst)>OK. Browse to the folder where you want to create it
(or accept the default), give it a filename (or accept the default), and
click OK. Give it a display name and click OK. Now you have a PST that you
can use in the older version or Outlook.

At this point, you have two choices. The first, and the one I'd use is to
right-click each of your folders and choose Copy. Select the new PST name
as the default. Continue until you've copied all of your folders.
(Alternatively you can right-click and drag each one to the new PST.) After
you have populated your old-format PST, right-click its root and choose
Close.

The second choice is to click File>Import and Export>Export to a file>Next.
Select "Personal Folders File (.pst)" and click Next. Select "Include
subfolders" (if you want), set up any filters you want, and click Next.
Browse to the PST you created in the first step and click Finish. Be aware
that exporting WILL lose data.

Close Outlook. Transport the old-style PST to the Outlook 2002 system,
place it on the hard drive anywhere you want, taking care to avoid replacing
any PST of the same name. Remove the read-only attribute, if set, and start
Outlook. Again, you have two choices. Mine would be to click
File>Open>Outlook Data File, browse to the PST, select it, and click OK.
This will make its contents available in Outlook where you can drag-and-drop
or click and copy until it's organized as you wish. The second choice is
File>Import and Export>Import from another program or file>Next>Personal
Folders File (.pst)>Next, browse to the PST, select it, click Next, then
Finish. You WILL lose data with an import.
