I have created several Contact Lists in Outlook. I want to send these lists
by email to a third party so that they can import these lists and then use
them on their PC. Can this be done and if so how? We do not share a server.

Not by exporting. Create a new pst file (File-New-Outlook Data File) and
copy the contacts to that file. Close the file, and email that. Your
recipient does the reverse. File-Open-Outlook Data File. BTW, you may have
to zip the pst file to get it past the Outlook security...

G'day Helen

There's no such thing as a "Contact List". There are Folders and
Distribution Lists.

If you have made Distribution Lists, you can email them to others by using
"Insert Item" in an email.

Do you mean Distribution Lists? If yes, create an Outlook Rich Text
Formatted message, use File->Insert->Item, browse to your contacts folder,
expand it and select your DL. Instruct the recipient to double click on the
DL and select File->Save to get it into their contacts folder.

In addition to what the others have said, you can also open the DL and click
FIle>Save As and save it as a tab-separated values file (.txt) and then send
that as an attachment. This will allow nearly any third party client to be
able to add it.
