To add to Gordon's question:
#1 - Is this something you're only doing for one user?
#2 - Is the contact folder for the other user supposed to be a "mirror"
(exact duplicate) of the contacts you're trying to export/import or is it
your desire to "add" any new contacts and "update" existing contacts to
their existing contact folder? In the case of duplicates, how do you intend
to deal with the cases where their contacts are more up to date (assuming of
course that the first answer is not "mirror")
There are a number of apps designed to allow sharing of contacts but have no
experience with any of them so will let someone else suggest alternatives.
That said, can't think of a way you would get a viable solution using
import/export on an automated basis.

a) restricted to Outlook's definition of what a "duplicate" is (= Name
and Email fields). Have also found Outlook to be "moody" when importing from
a file and specifying "Replace duplicates with items imported"
b) can't be scheduled (leastwise not that I'm aware of)
c) can't involve custom form/fields
