Hello:

Does any utility that support dump the Windows Event log with double
byte supported? It was because the server was not in English platform. I
have try dumpevt but it didn't dump the full event.

You should try Sysinternals (MS) free PsLoglist CLI utility.
However, I have no certain knowledge that this will meet your
requirements.

Another free MS product maybe a bit oversized, but with a bunch of input
output formats do what you want:
