I cannot use windows explorer to view the contents of my CD-RW drive the
same it way it works on other hard drives or my A:\drive. Anyone know why
this is so? Most of the time, it will not even scan the disk drive, and when
I continue trying to view the CD contents through My Computer (Choose drive
and "Explore) it will automatically pop me into the COntrol panel screen. I
have no idea what's going on. WinxPSP2.

Very weird. Perhaps try using the drive in another computer? If it doesn't
work there you can safely assume your hardware (the drive) is the problem.
Otherwise your problem is a deep one.

Try right click my computer, click manage, device manager, disk drices,
select your drive and see if that comes up with any suggestions of a
problem there, but I would have to agree that it does sound a lot like
a hardware problem.
