explorer6 problem

Internet Explorer 6 works fine as long as a web sight
reuses a window. However, everytime I am directed to a new
window, explorer fails to load that window. It is not
limited to a certain web sight, it fails to load a new
window each and every time from any websight. The window
pulls up and then goes dead.
