Explorer wont open in new window

Explorer 6.0.2800 with and without SP1 wont load links in a new window. Same
thing when I try to do the same from outlook express. Funny thing is, if I
cut and paste the link into Word, the link will open a new window and
successfully load.

Any help fixing this problem would be appreciated.

PS It would be great to be able to uninstall IE and reinstall the latest
version. Just to clean everything up.
