Explorer will not close

When I try to close explorer I have to go through ctrl,
alt, delete. The window seems to be locked, when trying
to close out using the "X" in the top right. Also when
you try to tab through fields in the screen it will not
allow you, you have to place the mouse on the area in
which you want to type! Please Help!
