Explorer view setting and display effects not saving

Two recent oddities (related?).
1. Windows explorer no longer now going back to icon view despite all
attempts to save at details view.
2. When closing windows, they now close with an effect rather than
just disappearing. Have unchecked "transition effects" multiple times
and it keeps showing up again despite tweak ui and advanced properties
being set to use no effects at all.
