Explorer Tools|Folder options missing General and View tabs

Hi,

We have win2k box with missing General and View tabs in
the Explorer Tools|Folder options.

Web view for content doesn't work (%THISDIRNAME%
displayed, no files listed)

This appeared suddenly for all users.

Any suggestions?

I forget to mention that the Start button doesn't work either....
