i have since found more problems with explorer, since
deleting a program caled download central (which i cannot
get back or re-install) when ever i cut or delete a file
with windows explorer i get an error messsage no
connection to the internet try again or work offline if i
close this i then can copy and paste or delete the file.
It is as if something is trying to link any file movements
in explorer to the internet. if i click offline it
defaults my internet explorer to work offline. could this
be a registry key i need to remove or alter?.

You might want to try running a program like Adaware or Spybot Search and
Destroy. Sounds like this app you deleted was trying to track files you are
handling on your local disk, which sounds like spyware to me.

Thanks for that info i downloaded both programs and run
them it has got rid of a load of rubbish from the internet
but my problem still exists.
It seems to trigger it when i swap zip disks.
I suspect your right and something is tracking my files
but it is not adaware or spyware, can you recommend a good
registry repair/cleaner etc that may solve this problem.

I have done this and the programs have removed a lot of
rubbish from my system but the original problem still
exists and i have not got the original file or cannot find
it anyware.
If this program that is giving me a problem is not spy or
adware is there any other program i can use to clean my
computer/registry etc.
