Explorer refuses to page back

When I visit a site that has pop-up ads they register as a page so therefore
when I click "back" the pop-up tries to open and my pop-up blocker blocks it.
It's kind of like the proverbial "how to keep a moron busy". I use
Panicware's pop-up stopper. I thought about switching to MS's P-U stopper
but I don't remember how. (duh!)

If I uderstand you correctly then you're looking for IE's popup blocker?
It under Tools > Pop-up Blocker...

This may be the work of a HOSTS file.

The workaround is to use the arrow on the Back button to skip the ads.

Actually, it started when you installed SP2. You can turn it off in IE.
