Explorer or Shortcut's no longer work

I have Windows XP. For some strange reason the option
explorer on the start button when right clicked no longer
works. Also any shortcut to a directory when placed on
the desktop or anywhere no longer works. Anybody seen
this before? For every shortcut that I click on it adds
explorer.exe inthe Task Manager.
