Explorer not working at all

About 6 weeks ago we got cable internet access, which was
great. We would click on internet explorer, and we'd be
immediately on the internet. About 3 weeks ago, when we'd
click on explorer, we'd get a message:

You have tried to access a page that you are not authorized
to display and were stopped by the SAS Proxy. First check
if the URL you entered was actually the exact one you
intended to use. If the URL is correct and this error
reoccurs, then please call Customer Care. Give them the URL
that you are not authorized to access as well as the page
sequence you followed to get to this point. We apologize
for any inconvenience this has caused you.
I do not even know what "Customer Care" they are talking
about. We can use Netscape for the internet.
Do you have any idea what may have happened? Or what we
can do to fix it?

Likely "Customer Care" refers to your ISP's technical support.
Do you have any idea what may have happened? Or what we
can do to fix it?

In Internet Explorer, select Tools->Internet Options (or double-click the
Internet Options control panel). Select the "connections" tab, then click
the "LAN settings" button. Uncheck "use a proxy server for your LAN."
