Explorer Internet Options cannot be accessed

All of the sudden I cannot access internet options under
tools in internet explorer.

The message I get is:

This operation has been cancelled due to restrictions in
effect on thes computer. Please contact your system
administrator.

Also, I have started getting pop-up adds even when
explorer is not loaded. I did delete all the cookies and
internet files and that seems to have (temporarily)
worked.

Also, I made a change several months in IE that stopped
certain pop-ups but cannot remember what that change was.
Maybe it somehow got changed back?

Anyway, how do I change the restriction? Thanks for your
assistance.

To unlock the Internet Options, follow these steps:
1. Quit all instances of Internet Explorer
2. Open Regedit.exe, navigate to this branch:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Restrictions]

3. Delete the "NoBrowserOptions" Binary value

4. Close Registry Editor, restart IE.

If you use Spybot S&D, check the Immunize settings. you may have placed this
restriction inadvertently.

If not ... go to Dealing with Unwanted Spyware and Parasites:
http://mvps.org/winhelp2002/unwanted.htm Scroll down to
"Various Registry Fixes" >> UnlockNoBrowserOptions.reg

Next (same page) check for parasites and other malware which may have caused
this.

Been to windows Update recently? There have been some important security
patches for IE recently.

Thanks for suggestion Don as I do use SpyBot but did not
see anything (that I could tell) checked that would not
let me change settings. I did go to regeit and make the
changes suggested in the other reply to my post and it
worked fine.
