explorer internet error

i installed a program that i did not want called download
central and without thinking deleted it and its install
file and folder etc and should have used remove programs.
now when i try to delete a file with windows explorer i
get the message no connection to the internet do you want
to work offline. when i close this message i can delete
the file as normal, it also defaults internet explorer to
offline and i have to go to file and untick offline on
this to connect to the net without an error message. i
presume i have a registry key to alter but cannot find
anything in the registry that relates to download central.
 
You can probably fix this by reinstalling the application and then using
Add\Remove Programs to properly uninstall it.

I have lost the program that i installed and cannot get it
back and are not sure how it got onto the computer in the
first place.
could you recommend a good registry repair/fix program
that is reliable for win2k.
