Explorer .exe running but no desktop

I am experiencing an odd problem with an SBS win2k server.
After a reboot the server logged in fine but no desktop
appears. Explorer.exe is running. Killing the process and
restarting it causes what could be two explorer windows to
open and close very quickly then the screen just shows the
background of the desktop, no icons and no start bar.

Just in case you're wondering the reboot was because of a
network connection playing up.

If any one has any suggestions I would be very grateful

If explorer.exe is running successfully and you do not have a taskbar or
anything, make sure that explorer.exe is still set as your shell:

HKLM\software\microsoft\windowsnt\currentversion\winlogon
shell=explorer.exe
