Explorer.exe Fails To Shut Down

I'm running Win XP Media CenterEd. Ver 2002 SP2. When I shut the computer
down a notice appears stating that Explorer.exe is still running. I have to
click "end now" for it to stop, and allow Win to close .

How can I correct this situation?

Explorer.exe is Windows Explorer. Internet Explorer is iexplore.exe.
