explorer.exe component not found

cannot find the component explorer.exe after admin log in
with password. i get the audio wav indicating windows is
loading then an error stating explorer.exe oleaut32 was
not found. reinstalling may fix this problem... how can i
do that outside of the windows environment. help. i have
years worth of work on this computer

What I would do in circumstance would be to use sfc /scannow
(sfc means System File Checker)

To do so put your XP-CD in drive, minimize or close the window that shows.

Do,
start>run>
in box type sfc /scannow OK note space between 'c' and '/'

Your system will now be checked for any missing files and will restore any
missing files from it's cache or from XP-CD.
