explorer.exe bogs me down

whenever i open a program requiring that 'explorer.exe'
be opened i notice that the CPU usage is 100% taken up by
it. i receive the message '### not responding'.

Not sure if I understand your problem... but...

If you have explorer.exe opened and want to selet the program to open
a file, you have to right-click on the file name to oper a context
meny to choose the program...

If you do this by hovering over the filename and then right click, the
CPU usage goes to 100%

But... if you first laft-click (once) to select the file and then
right-click to open the context menu that lets you select a program to
open the file, the CPU usage does not go to 100%

no quite, exactly what happens is if i open a program by
double clicking the desktop icon (my computer, recycle bin,
even from the start menu like control panel) a blank window
appears with the title but then nothing happens. i have to
ctrl-alt-del and close the window numerous times, each time
a window appears 'control panel not responding...'. The
task manager/processes show that explorer.exe is taking all
the CPU output at roughly 99%. then it drops down when the
window finally closes. usually i am able to start the
program as normal the second try. these occurances have
increased recently.
i really have no clue on this one. i have cleaned my disk
and updated (not the cause). ??? who knows!!
