explorer.exe application error

i need help. i cannot access any of the windows
applications (such as the recycle bin, and my computer)
that need ie. i get an "explorer.exe-application error"
and it says that it cannot write on the memory.

what can i do? i downloaded a new copy of ie, but it
didn't help.

the same error, but only I am able to continue working
