explorer error 0x630281d0 at start up

Although the System and explorer seem to be working fine, I get this message
every time I start up the system.
( Explorer error 0x630281d0 )
I have looked via Google and other forums for any referance to this error
but have found none.
If anybody happens to have seen this error before or knows anything about it
please reply if you can.
I am not too worried at the moment, however this is not my PC and the person
who owns it knows absolutely nothing about PC`s at all. And I mean absolutely
and totally nothing.
So they feel a little intimidated by this message. Err.. they do not have
time to learn either.. The person is in the late fifties and works seven days
a week.

Also please note, if you do reply with instructions about this issue, the PC
I am using is ALL in Japanese text!! Please give a careful guide about how to
repair if you can as I do not read japanese text and the person who uses this
PC does not speak English.
Confusing huh? Try and sit where I am.. :-)

Strange how my post was cut in half. Or so it seems. Hmm.. I had listed all
the details about the system. So I thought.
However, I have done a full scan using verious products in Safe mode, with
Sysytem restore off and found..hmm 20 Viruses and 10 trojans in this system.
All programs were updated.
Error 0x630281do was caused by a virus file. It has now been killed.
Set a firewall in place and AVG as neither protection were present on this
PC.
Unfortunately AVG and Sygate are not in Japanese. But... better to have
something than nothing.
I took a quick look at the sites recommended. I will read thoroughly
tomorrow. It will come in handy as I am trying to clean three Pc`s here.
So thanks for the reply. It looks very informative.

This CnsMin has an uninstall program on www.3721.com/english/how02.htm and
this gives 4 pages on there program,Chinese keywords. On one page they even
give a phone number in beijing.
