Explorer displays Win XP Pro

I am having great difficulty having new windows open in the same window. I have set the folder options under Tools to "open new window in same window" and nothing seems to work. I have re-booted and also made sure that I made the settings when only one instance of Explorer was running. Any suggestions? Thanks.
 
I have even applied the Kelly-fix to change the number or port windows to 8000; still nothing.
