Explorer bar - no dropdown menus

I have a user of XP Home whose Explorer bar is missing the drop-down menus
like File Edit, etc. We've both looked everywhere and can't find any place
where they can be "turned on" or "off."

If you right click in that area there's an option to lock the toolbars, if
it's unlocked you can move things around. But you should still have it
somewhere, although if it's shrunk all you could probably see is File.

If you can find that, and you've unlocked it it'll have a little hand to the
left of it where you can drag it back to the top.

Press F11.

Thanks, he tried that but it didn't work.
