Explorer 6.0 Error

When attempting to download from a website I get this
message every time from every website:
"Internet Explorer cannot download (file name) from
(website address).
Internet Explorer was not able to open this Internet site.
The requested site is either unavailable or cannot be
found. Please try again later."

I am using Windows 98SE and DSL.

Thanks for your response to the problem I am having with
Internet Explorer.I followwed the instructions on
Microsoft Article #183506. The index.dat files were not
marked "Read Only". I have IE 6.0. Do you know anything
else I should try?
