explore.exe won't close completely

recently my win file manager (explore.exe) stopped closing down completely,
leaving itself active in task manager & thereby preventing it from being
opened again. I must open task manager & manually kill explore.exe before I
can use it again. This almost makes explore.exe useless.
Any help to restore it to original function appreciated.

Windows file manager is explorer.exe
Internet Explorer is iexplore.exe

If you're getting a message about explore.exe - that file is not a part of
Windows. The machine should be checked thoroughly for malware as there are
viruses and other malware that masquerade with that familiar name.
