Experiencing Q328213 problem - need MS fix

I have a Dell 4100 computer, 800Mhz, 256Mb memory running Win XP Home
Edition. It is repeatedly experiencing dozens of system event 7023, "The
Application Management service terminated with the following error: The
specified module could not be found." This problem is described in KB
article Q328213 ("Removing a Program May Generate Event ID 7023") as a
recognized problem and apparently has a Microsoft fix available.

Do any of the MVP's know where I might be able to download the fix?

The article tells you how to get the fix - you need to
call Microsoft support. Tell them you need the hotfix
described in this article, ask for the fee to be waived
(which the article also states if your problem is due to
needing this fix) and don't ask for help on anything else.

it says:

"A supported fix is now available from Microsoft, but it is only
intended to correct the problem that is described in this article. Apply
it only to computers that are experiencing this specific problem. This
fix may receive additional testing. ".

In other words this is only provided on need. You have to call MS
support and straight out say you want the fix for this number, because
you are experiencing the specific problem. You will be supplied with a
place to download it and not be charged - they may ask for a report on
any side effects you experience
