"Expand Control Panel" Mis-Behavior

After I enable the Start Menu option to "Expand Control Panel" and then click
Start -> Settings -> Control Panel, all of the appropriate items are listed,
but NOT in alphabetical order.
How do I specify an alphabetical sort order when "expanding" the contents of
the Control Panel?

If you right click anywhere on the list of Control Panel items you should
see a menu that includes an option to sort by name. If the menu doesn't
appear, check your Taskbar and Start Menu Properties sheet to see if "Enable
dragging and dropping" is checked. It's listed right above the option to
expand Control Panel.

I was hoping that there would be an easy fix - without having to manually
edit the registry.

I'll have to keep this tip ("when in doubt, right-click") in mind for future
reference.
