Exempt Admins From Group policy

How do you make local admins exempt from the group policy?
Been trying to work this out for days now. Am running XP
Pro in a home network with 2 98se machines.
 
Without a domain you can do this by setting a
Deny Full Control fpr Adiminstrators group on
directory system32\GroupPolicy
To modify local group policy in the future you
need to remove this and then when finished to
readd it.
 
Ah.
Am currently running with Fat32 file system. Looks like
I'll have to update. How?
