Exe files have no program associations

I have an XP Pro system that will not run any EXE files.
The system reports that there is no program associatied
with the file type. If I try to make an association in
Control Panel, File Types, and select Application for all
EXE files, I still get no results. This behavior
includes Windows programs such as NTBACKUP.
