exclusive rights

Since we have migrated from Access 97 to Access XP we are
constantly getting an error message saying "You do not
have exclusive access to the database at this time, if
you proceed to make changes you will not be able to save
them". I don't understand why I am getting this message
box? What can I do to get rid of this problem?

Access 97 allowed you to make design changes to objects while other users were in the
same file. The versions past 97 do not allow this. You have to be the only person
in the file if you want to make design changes.
