Exchange SMTP routing failure

A client of ours has an Exchange system that stopped routing from one server
to the other three. This server is one of two front-end servers in DMZs at
two different locations joined by a vpn. We have reinstalled Windows 2000
server sp4 with exhange 2000 sp3 but messages still just sit in the smtp
queue. Here are the errors I have found on the systems.

I ran a netdiag and this is the only failure I found.
