Exchange 2007 Calendar Permissions

I am working with Exchange 2007 (SP2) on Server 2008 RC2.

The client wishes to grant global permissions for everyone to be able to see
everyone's calendar.

Is there a way to set 1 or all user's default calendar permissions to
reviewer from the server side?
