I did not find a sample with C#, but you may refer to this VB sample:

You can import the libraries Active DS Type Library, Microsoft CDO for
Exchange Management Library, Microsoft Cluster Service Automation Classes,
Microsoft CDO for Windows 2000 Library in your project and then refer to
the sample to create a public folder in C#.
