224.0.0.9 isn't a site on the Internet. It's the "RIPv2 multicast
address", which, as I understand it, is used to exchange information
with routers on a local area network. This web page has the technical

I'm sorry, but I don't know what's causing your computer to send to
that address. Windows XP has an optional networking component called
"RIP Listener" which might or might not be involved. Go to Control
Panel | Add/Remove Programs | Add/Remove Windows Components |
Networking. If the RIP Listener box is checked, un-check it.
If that doesn't solve the problem, please post a news group reply (not
E-mail) with a copy of your computer's route table made while the
unwanted dialing is occurring:
1. Click Start | Run.
2. Type "cmd" in the box and click OK.
3. Enter this command:
route print >route.txt
4. Copy and paste the contents of file "route.txt" into your reply.
