Excell recently used file list is inactive, how do I activate it?

In Excell XP Standard, under Tools, General, the option to activate the
recently used file list is not highlighted, the check box is grayed out,
Therefore I cannot activate it. It worked OK up until a few days ago.

I suspect it was at some point and the uninstall previously failed???

Anyhow, it worked, that's all that matters
