Excel won't open

I cant seem to get my excel files to open from anywhere other than from
within the program.

It seemed to happen ( maybe coincidently) after a Norton update.

It's a pain to have to leave a window, go to EXCEL to browse and find a file
....is there a setting I should change that might have been altered during a
Norton upgrade?
 
This problem may occur if the Ignore other applications setting in Excel is selected.
