Excel Will not open

I am Running Windows 98 and Office 2000.

Excel will not open and eventually BLUE Screens...Error
message is "Critically short of Resources"

This seems like a bug that has hit a few of us,(see other
posts) I've run scan disk, defragged, updated and run
Norton virus detect, everything I can think of

I too have tried the REPAIR function and the problem still
exists. I too have reinstalled Office and all the
service pack updates and the probelm still exists.

I NEED suggestions so I can get back to work.... this
sucks ...HELP?
 
I took Nick Hodge's advice to an earlier post and his solution worked fine. Here is his advice "You may have a corrupt toolbar file. This is named *.xlb (the name differ
by version). Search for it and either rename it or move it. See if Exce
starts and then you can delete it.
