Excel will not open from HTML link

I have a problem opening an Excel file from a web link.
The page is working for others but not for my computer.
I'm using Win2K office 2K and IE5.5sp2.

The link opens up a blank page with the little icon with
the cylander, cone, and ball on it. (usual cannot open
file icon)

I have done the following:

Checked on, and off, the "ignore other applications" in
Excel.
Defaulted internet settings and default programs in IE.
Ran /unregserver and /regserver on Excel.
Followed the fix detailed in:
http://support.microsoft.com/default.aspx?scid=kb;en-
us;162059&Product=ie550
Repaired both Excel and IE.
Saved the file from the link successfully and opened it on
my computer.

all to no effect.

Anyone have any suggestions or ideas?

I've worked on one like this before and I think it ended up being an issue
with IE. Do other hyperlinks work (like in emails)?
