Excel to Access Converter Utility Program

I downloaded this Excel to Access Converter Utility program:

I reviewed the instructions and it seems pretty straightforward. So, I
tried to open the ‘Excel-Access Converter 2003’ file and I get this message.
‘This database is in an unrecognized format. The database may have been
created with a later version of Microsoft Access than the one you are using.
Upgrade your version of Microsoft Access to the current one, then open this
database.’ Well, I thought I has Access 2003 on my home PC, but when I
clicked on Help > About Microsoft Access, I see, low and behold, I have
Access 2002 with SP3. D’Ohh! My question...is there a similar tool for
Access 2002, or is there a way, somehow, to run that Utility that I
downloaded in my Access 2002?

Basically, I am trying to import a series of Excel spreadsheets into Access,
quickly and easily. I have used the TransferSpreadsheet method multiple
times, and always found this to be VERY useful. I am trying to create a
small tool, hopefully useful, for someone in my office to import Spreadsheets
quickly and easily, without as little hardcoding as possible.

This is somewhat of a follow up to a question that I posted earlier today.
Again, I am trying to figure out the easiest way of importing data from Excel
to Access.
