Excel standard toolbar available visible in IE

I want to have the Excel standard toolbar available when a spreadsheet is
opened over a LAN with internet explorer. How do you make the toolbar
available? Thanks very much.
 
This is not an answer to your question. But maybe a workaround:

Maybe you could change a setting so that .xls files open in excel proper--not in
MSIE.

There's a setting in Windows that you can change.

In win98, I can do this:
Start Windows Explorer
View|Folder Options
File Types Tab
scroll down to MS Excel Worksheet
Select it
click the edit button
There's an option to "browse in same window". Uncheck it.

That's where you can toggle the "confirm open after download", too.
