Excel slow to scroll

I have a user that complains that when he scrolls horizontally in Excel with
his Right Arrow key, there is a lag where the scroll is very slow, then it
suddenly speeds up. Almost like there is a buffer setting. Is there a fix
for this?

Tools > Options > Edit > Turn off "Provide feedback with animation".
