excel percentage format not working properly

whne i put in a number less than 1 it does the <<righ thing>> = multiplies
the nuimber by 100 and adds a % on the end

when the number i add is 1 or bigger - it just adds a % - which means to get
100% is <<unusual input>>

am i doing something wrong?
